'fond farewell'
A fond farewell means that although you may not see that person for a
very long time, you are wishing them well, or blessing their future with
fortune, because of the fondness or love that you have shared with them
in the past.
There had a be a bond or relationship or good times
shared, for a farewell to be fond. But to farewell (without the fond
bit) someone has the same meaning. So "fond farewell" is a reinforced
phrase, a little of a truism.
The phrase is a bit of a cliche.
